Cruise ship passengers can currently visit Russia on visa-waiver for 72 hours and tourists stay overnight onboard the cruise ship. To get a Russian visa for cruise passengers (tour ticket or blanket visa) you need to book a tour program with the help of local agencies. The tour ticket will be sent to you electronically and you should have it while passing the port customs.

The price of a tour ticket is 25 euros per person. Includes permission to disembark + permission to enter the port in private transport.
You need to apply at the Russian consulate. You can either do it by yourself or through a local travel agency.
The meeting point is inside the passenger terminal. Your guide will be waiting for you and holding a sign with your name.
