Cruise ship passengers can currently visit Russia on visa-waiver for 72 hours and tourists stay overnight on board the cruise ship. To get a tour ticket you need to book a tour program with the help of local agencies. The tour ticket will be sent to you electronically and you should have it while passing the port customs.

Passengers not participating on tours and wishing to disembark on their own will need to obtain a Russia tourist visa.

The price of a tour ticket is 25 euros per person. Includes permission to disembark + permission to enter the port in private transport.
You need to apply at the Russian consulate. You can either do it by yourself, or through a local travel agency.
The meeting point is inside the passenger terminal. Your guide will be waiting for you and holding a sign with your name.
